This report presents a model to estimate the cost of universally accessible preschool at the state level. Since its creation the model has been implemented in a number of states around the country including Illinois, California, and Massachusetts. This document presents the model and details how policymakers, advocates, researchers and other stakeholders can estimate the cost of universal preschool in their jurisdictions. The report also provides an example by applying the model in a fictitious state.
