"The Business Roundtable (BRT) and Corporate Voices for Working Families (CVWF) believe federal and state efforts to develop early childhood education systems for 3- and 4-year-olds must be based on a set of guiding Principles that define the components of a successful system and high-quality programs...BRT, CVWF, and others will use these Principles to assess existing early education programs, consider philanthropic priorities, evaluate policy proposals on Pre-K, Head Start, and other programs, and formulate policy positions."
